Torques, you are partially correct. There is nothing about a speed limit per say. However, Section C of the law says " For the purposes of this section, motorized electric or gas powered bicycle or tricycle means a bicycle or tricycle that is equipped with a helper motor that has a maximum piston desplacement of 48 CC or less, that may also be self-propelled and that is operated at speeds of less then 20 miles per hour.

So while, there is no actual speed limit, there is a speed limiting factor.
 
It's mostly a poorly written statute. That wording you refer tobasically was pulled from and relates to a "manufacturers specification", not an actual speed limit. There are no rules that specify what happens if you exceed 20. Of course I don't recommend anyone exceed 20 (if they can). There are too many stupid so-called law enforcement offices out there ready to dish out their curbside legislation. Case closed.
