Back wheel is stuck. Need help!

It would seem that this right here is causing my back wheel to be stuck, but when I remove it the bike moves and I’m able to ride it. Should I keep that black nut in the middle off?

Take off the 3 screws on the plate in the second pic you showed. You'll see what's up.

Here is the pictures. I cleaned it because it had some black stuff on it.

That black nut is important and there should be a little screw that holds it in place, where is it? Goes in one of the notches in the black nut, no particular notch just one near the best adjustment.

The black nut is on there. What are the ways of fixing the clutch?

YouTube will make you look like a pro in no time

This guy has some good videos for your motor, Note the tiny screw that is missing from the black nut (Flower Nut and lock screw)

How To Troubleshoot and Repair 2 Stroke Motorized Clutch 66/80cc

Click on the videos that look like your motor, He has videos on the other parts click on the ones that interest you most like maybe the one about the chain next.

Thanks for the link. The little screw wasn't there when I opened it up unfortunately. Should I replace that?

Yes you should don't ride the bike without one I'm not sure what size is is though its tiny and not long, It's metric if you dont find one in your junk drawer someone here can tell you the right size that you will need go to a hardware store near you just say what city your in and someone will probably be able to tell you which one.
EDIT: It might be
M4 x 0.7
not sure wait for someone who knows for sure, Might be the same size thread as the magneto cover but don't use that it's way to long even a quarter inch is probably way too long

You should be able to screw it pretty much all the way by hand and then use screwdriver to tighten it, Almost every screw on your bike should go almost all the way in really close to case or whatever with almost no force if it's tight try the other screw hole see if that one is easier if you have to.

light touch is best -- these bike motors strip easy if you try to force it before it's almost set where it should be.

Touch under the bowl to see if the leak is the bowl gasket or something else. I had one with a cork gasket that leaked. A fellow on ebay had a few. Finding just the gasket isn't so easy. The carb rebuild kits come with one.
