When did Li ion batteries exist and/or Li polymer technology? Is it possible to have been small enough to be inserted in a bicycle back in the late 90s?

According to wikipedia production started in 1991 and I remember the crash of a Lauda Airlines flight in May 1991 was initially blamed on lithium batteries in a shipment of chinese watches.
