Best mountain bike to build from?

I don't think it's a good foundation for any kind of bike!
It's just a cheap department store tweenage kids toy bike for riding to school it definitely isn't a "real" mountain bike. IMHO from what I see.
Is there anything a little bit decent quality on auction sites and classifieds?

I wish it would disappear. :p
I'm sure you will find it has a threaded hub and freewheel cluster so you can swap the cluster for a single but it will probably involve solving some alignment issues (I never touch multispeed threaded hubs, they're so last century!)

But I think the bottom line is the frame is not roomy enough to accommodate an in-frame mounted engine.

I hate the stem too. ;)

What would actually be the best mountain bike to build on and motorise?
Hmm.

This 2014 Surly Instigator would be very sensible if you pick up a large size, used frame/bike. :)

This Tout Terrain isn't a mountain bike exactly but it's a dirt road/ off road tourer which is similar in ways and better in some ways too. This version is a (pricey!) pinion geared version and I think it could be the best bike to motorise. :D

Also if you could get an engine that fits this it would be great too. thx.
