I personally have bought from these two without difficulty: http://www.aztlanbicycle.com/ http://www.bicycledesigner.com/ I have bought some misc parts here- not a lowrider shop: http://www.bikeworldusa.com/ Finally, this is a good place for tires, etc. I bought my white tires there. http://www.nashbar.com/ In case you cannot tell- I have not found 1 "best" place, but many good ones.
