Clutch Bicycle stuck in disengaged??

the motor disengages perfectly when i pull the clutch in, but in the engaged position, it seems stuck halfway between engaged and disengaged (the wheel still spins somewhat freely). I've taken the cable off and adjusted the lever arm from every angle, and I still can't get it to a fully engaged position. before, it was stuck in the engaged position, and after messing with the clutch box (the end with 5 screws), it now disengages perfectly but wont fully engage again. Help me out?

You may need to tighten up the flower nut buy half a turn. Remember to use loctite 243 on the small (anti-spin) screw to stop it backing out.
