It looks like your carb isn't on straight. Is it angled to the right? The throttle cable has to be pointing straight up. If the carb is angled the float will bind and wont work properly. The float needle isn't closing and fuel is flooding the carb when you open the fuel tank petcock.
It could of been much worst if you order from Amazon damn thing was personally sabotaged by the Bee Zoo creature at going downhill full throttle the motor slowed it down to near 5 MPH when without I would be going close to 30 MPH
