Bike frame tube too big!

Ok so quick question. So I came up with this idea out of frustration with the mounting adapter plate. So the tube going up to the headset where the front (exhaust side) of the motor mounts to is too fat. So I've always had to use the adapter which I just can't stand using because of how high the motor has to sit. Now the engine mount posts need about 6mm on each side to clear the frame. My idea is to cut out a flat side to each side of the tube and just fill it in with welded flat ⅛ inch plate so the posts just slide through that slimmer channel over the tube. Here's a very poor top down illustration. I'm definitely not a structural engineer but I tend to think this would not dangerously weaken the integrity of the frame. Opinions?
Just make something like this, then squeeze it with a c clamp.

Thats not mine. Found the picture online. Mine does look similar. Its a Henry Wright anvil. I have heard Henry might have been related to Peter. Have heard they might be rare. Not much info on those. 150 lbs. about 100 years old.
I was using a railroad track before.
