bike wont start back tire locks up

Hi just signed up have had my bike for about a year 2 stroke got off boygofast from eBay have had minor problems I have been able to fix but I broke down today and Idk what to do. I pedel and pip the clutch to start it and it won't start. All that happens is the back tire slowly locks up and doesn't even try to click over.

hate to say it , but it sounds like a motor siezure most likely
