And the woodruff key doesn't appear to be sheared but is quite small for the spaces.

At least yours was installed...
My first kit engine came without it.
I ordered some and had to sand it down on the side until it would fit in the slot. The crank slot machining was pretty ugly too. I wish I'd taken a photo.

I noticed mine doesn’t even fit in the shaft slot.

They probably picked some random one off the floor they do that type of stuff in China.
