Bucking Bar is too Short

My bucking bar on my new engine is flush with the sprocket. The ball is installed. Any idea how to fix?
 
Remove the clutch cover and see if the clutch plate is tight against the pads, if not use a block of wood against the flower nut and tap it with a hammer. If the plate is making contact when you remove the cover the flower nut could be too tight. I've heard of the clutch shaft sticking from sitting in a warehouse.
 
Is this the same as when the bike rolls with or without the clutch engaged?
Nope, in that case the clutch is either jammed or the cable is too tight.
I had a brand new kit that was like that, clutch did nothing, couldn't pull it in, it wouldn't turn engine. I took off the clutch plate and put a socket on the nut and gave it a turn and it popped into place.
