Do you have any other functional brakes? Cruising speeds regardless you want brakes, they are part of moving forward without casualty. The most unexpected thing can pop out at you at any moment, usually when you just aren't paying attention, that's where the brakes come in.
As crassius says the design is the most important part, if the axle isn't locked then if the pads are left inside the wheel can simply lock up until you dick with it for half an hour after walking home with the rear wheel lifted off the ground.. It shouldn't be hard or harmful.
You really should put some brake on, front best idea and rear second, mind you on a chopper with heavy leverage up against the front wheel you can safely lock up a front wheel without going head over heals for asphalt. So put an appropriately strong brake there and there's no chance at not being able to stop, especially at slow cruise speeds, braking feels better in a turn with front brakes only at least to me, less glitchy when giving gas halfway through less skippy.
