Sounds like a broken throttle cable.

I suggest investigating

Likely in the 70/80/90cc range. Check the throttle linkage

Yes I have cable is intact and moves when rotated just won’t rev

No… didn’t know there was a throttle on carb

I bought a muffler for a 79cc motor but returned it. Wrong size

I bought a new muffler 79cc the holes on it was spread too far apart to screw on…& bought a new clutch 79cc it was too big the fit wasn’t snug would wiggle once I tried it on the bike! The hole in the middle of new clutch was clearly bigger not by much though

By any remote chance, after you get it started, do you make sure that once it is running and up to operational temperatue, that the choke is turned off???...A choke not disengaged will do what you are experiencing...Just a thought.
