Carby carb issue?

my engine seems to be starving for fuel is something wrong with the carb? ive tested the compression at my dads garage and it reads great, also this thing has very poor pulling strength, and only will run normally on half choke, and has very jerky startups. so what gives?

What is the colour of the spark plug? I am thinking it is running too lean as the choke is needed to make it run.

UPDATE!: the engine has caught fire this morning and i had to use works fire extinguisher to put it out! im done with motorbikes, these things are cheap chinese junk, btw this is a regular happytime engine, has a regular float carb
