Also, under the cap that screws to the top of the carb, there is a rubber seal. Its possible i had the cap screwed in too tight, causing it not to seal properly. Could that cause it to 4 stroke?

is there a name or other marking on the barrel of that carb?

Its in Chinese

That would be the cheapest EPA approved version where you can't do jack to it, I wouldn't be surprised if the jet was epoxied in place...

Nothing you're missing, it's them.

The new skyhawk motors came with NT carbs that had this needle. Options are make your own notch with a dremel and cut off wheel, adjust by re jetting with smaller jet, of order a new carb with the 5 notch needle.

not a speed carb, looks like an older version of the chinese clones I prefer - never seen one with that one-slot needle though

I don't like the so-called performance carbs, so hoping yours is not how future carbs will be set up.

Try bicycle motor works. They have the standard NT carb.. You can call them to ask if it has the 5 notch needle and ask for jet suggestions according to the altitude where you live.
