Threadless forks require some specific steps to keep them wobble-free. For example, the final 2 steps should be tightening the center bolt connected to the star nut THEN tighten the stem bolts to fork. Otherwise, you can end up with wobble. The tightness of the star nut's bolt affects play in the steering.

If your fork length is cut correctly, you should just be able to loosen your stem on fork, tighten the bolt to star nut until you have a minimal amount of play, then tighten the stem to fork.

Take it to the bike shop without the engine and gas on it. That's what I did and they cut it and put Neco Stem piece cause the one shipped didn't fit my bike frame, I paid them 15$, Support Your Local Bike Shop.
