Centrifugal clutch problem

Hello. I'm putting in my new clutch for my GEBE conversion kit. I cranked the 2 bolts bolts down and then tested that the shoes would open and close. Well, given enough rpm they probably would open but they sure as heck would never close. The bolt holes are also the pivot point for each shoe and the bolts have the shoes seized to the flywheel.

When I first looked at the clutch I and figured out how it works, I thought it odd that what looks like a flange bushing in each both hole did not turn free.

Am I missing some here? Any insight is greatly appreciated.
