Chain on 2-stoke not moving

I am putting together a 2-stroke motorized bike on a bicycle. I cannot get the back wheel to spin freely because the motor chain will not move. When I was putting on the chain I had some resistance too. I have tried loosening the coast to break arm but that still isn't helping. I'm not sure why the motor is not turning the gears.

Check to see if you need to bend out the coaster brake arm. Sometimes the arm won't clear the bolt heads on the rear sprocket. Watch this video: LINK
