Chain tension blues

That looks like a really good tensioner actually. I noticed that you have a derailleur on the rhs chain so I think the wheel could be all the way to the rear of the dropout slots. That would lengthen the chain line and require the pulley to be moved a little further forward, which would certainly help the angle of the chain around the pulley. The limit is when the chain hits the chain stay of your frame of course.
My chain is very close to the tensioner plate, too. I think it should be okay if you just round off the corner of the plate so there's no square edge for the pins to catch on. Other than that, flush pins are helping me; but idk if there is a #415 or #410 chain with flush pins.
