Christmas help please -- Motor Scooter vs Motorized Bike vs Moped

Can these be riding unlicensed in California like a motorized bike, are they the most cheap small engines device for getting around town?
Which one is best?

motorizedbikeguy is right. it says "OFF HIGHWAY" which means you cannot ride it legally on the road. also, those bikes are dirt and pit bikes which are most certainly in almost all states not STREET LEGAL. I think you need to slow down and take more time in researching. That website could have been a costly mistake
 
As I understand it in CA a motorized bicycle that can go faster than 20 mph and no faster than 30 mph is classified as a moped and must be registered. A motorized bicycle that can't go faster than 20 mph has no registration or license requirements. Mopeds and motorized bicycles must have peddles. For mopeds there is a 1 time registration fee of $21, there is no renewal fees or stickers to place on your license plate but the license plate is required. An M1 or M2 motorcycle license is required to ride a moped on public streets. No liability insurance is required.

One other thing I noticed, a possible loop hole maybe? You can rent a moped to someone who has no M1 or M2 license and they can legally ride it without one.

The first link is outdated. Electric bikes have been split into multiple subcategories and the limit on gas motorized bicycles have increased to 4 gross brake hp. On none of the pages you linked to does it say that a gas-powered motorized bicycle doesn't require a license if it goes 20-30 mph. It specifically says that only electric bikes don't require an M1/M2. Confusing CVC 406(a) and CVC 406(b) is a common mistake.
