Cintrifical clutch?

I made a bike for someone. The bike berry silver bullet electric start engine. At first the bike ran great now the bike will jump hard. My question is.. is this the cintrifical clutch problem or engine problem?

It wouldn't hurt to pull it off and see if one of the springs broke.
