Clutch problem

I bought a 80cc motorkit a few years ago...finally got bike together just recently...but the backwheel will not rotate even when clutch disengaged. I watched several online videos about how to free it up.. (take off clutch plate and tap on three pins to break race loose, etc. )...but nothing. It's seized. Note ...I have never started it used the motor yet. The small gear does turn the ring gear and motor so there is nothing wrong with cylinder... Any thoughts? Thank you!

Is the chain binding under the clutch arm cover?

Under the clutch plate there is a 17 mm bolt, with a socket and breaker bar turn that bolt, the whole rotating mass could be frozen a little bit and turning that bolt will free it.
