Would someone take look at this and give their read on this

look at page 4 line 22 (59) (a) and page 5 line 3 (b) "each of which wheels is not more than 14" in diameter"
My read is I don't have a motorized bicycle with 26" diameter. Opinions?

It's a fairly long .pdm file so here's a screenshot.



I think since this is 5 years old it needs a rethink. I think they just added that bit in there associated with Mopeds.
It's interesting how Colorado even made it a section.
