Component Choices for Newbie

I just started looking at building a motorized bicycle and see many options. I would like to build a bike with 3" tires, 4 stroke engine around 4 HP for California. Are the frames custom to fit sprockets on both sides of the wheel? Are there installations that use the gears already on the bike? Manual vs centrifugal clutch? A kick to point me in the right direction would be appreciated. I wouldn't mind buying a bike if it already has the components I'd be for.

these aren't motorcycles - you'll need to read about them here and learn to tighten and adjust things or even the best built bike will fall apart

Thanks crassius, is there a post or thread laying out the build of a bike? I've been looking. What are the different chain drives called, does one have an advantage over the others? ......
