Cost involved for a welder to build/modify a frame?

The sportsman flyers don’t loop down deep enough for me. The style I have above, I much rather prefer. And the Steelies offered on eBay will be too heavy for those cheap little pop can 2 strokes you find in the waste bin. Aluminum it is.

Maybe purchase a beach cruiser & cut it up? I need one that will accept 3” slicks.
