due to poor quality control, the answer would be 'sometimes' - when pressing is required, be sure to keep the crank itself true by putting a spacer between crank wheels on open side

I've opened many motors that had factory shims there. A bit of liquid retainer could be used with shims if bearing looks like it might spin between shaft & inner race.
