DIY Fender

I would like to fashion a rear fender that resembles something you might see on a motorcycle. My idea is to attach it in one place on the frame - probably on or near the brake bracket above the rear wheel and allow it to hang out over the tire, covering my butt from road spray.

Has anyone tried this? I wonder if this thing would shake to death.

My main idea is to make some form of mold, take a porous tape like product and layer it with epoxy. The real goal would be to insert a working taillight and a brake light.

Ideas? Successes? Failures?
