Curt nailed it- Simplex Servi-Cycle!
I think maybe the proportions look a little whack because it has some sort of moped forks, the front fender/stays aren't original and are mounted unusually high, and the engine appears to be an older (and much smaller) Briggs & Stratton...

if it is a simplex, it's definitely had some work done to it. The rear of the frame is rounded out, the engine guard is a different shape and the seat is in a different position.

I stand corrected. It's an original late model safticycle from simplex. I would love to get my hands on one or the frame in the very least
