You magneto case covering joint I tried that still did not work turns out got a bad seal filled up with gas and oil got seal coming in the mail. So is what I did drill some holes on lowest gravity points if water does splash up its gonna come back down and out.
I got similar problem bike is only half performance if you have this s**t desighn flaw carb I got filter is expose to rain water can get in carb so I always use plastic bag over seat and carb.
Do if you got water coming in there is a screw on bottom of carb unscrew it drain it for water contamination.
Also check plug wire I thought suppose to be insulated its not if ut touches a cable or any thing including gas line it will short even dry keep things away.
Check wireing once wet it may conduct kill your spark maybe a dry rag get all moisture off.
Mine slows down in even the wind think it sucks air out of the carb real finicky.
