Engine Trouble Drive sprocket won’t turn cannot get chain on

I just finished assembling my 2stroke 66cc engine and I can’t get the chain on. The drive sprocket will not turn with the tool provided and I tried taking the spark plug out and That did not work I took off the top end bolts and watched the piston as I tried to turn the sprocket but the piston only goes up and dose not repeat so I can only turn the sprocket a small amount until I it is stuck please help
 
Go to the opposite side of the engine. Unscrew the bolts on the gear case cover and take it off. Unscrew the tiny flathead screw, then unscrew the flower shaped nut and the plate comes out. That will let the sprocket move freely.

Thank you for the quick response much appreciated, I will try tonight. Is there a easy way to unscrew the flower nut ?
