eho35 oil problem

I have no direct experience with these engines, but I can say that 100 cc is exactly the same as 100 ml. 1 cc = 1 ml.

1 cup is about 240 ml, making 1/3 cup about 80 ml. If the manufacturer recommends 100 ml, then this isn't too far off. However, if it were me I'd do exactly what the manual recommends, especially considering the very small amounts of oil we are dealing with here.

manual says 80ml low and 100ml high

didn't know 1ml = 1cc ... learn something new everyday.
