Have a 80cc engine bicycle kit and was running fine, started to splutter at high revs and is getting worse put a new carberator on but cant fit air filter and isnt better at all, exhaust was off for 20 mins of driving once and has no silencer in exhaust while driving

Probably because you drive with no exhaust? Open header one thing just open on a 2 stroke isn't the same and can cause all types of damage.
