Engine hard to pull with compression.

I got this engine back together and adjusted the valves to a seemingly widely agreed upon measurement for this specific engine and it's remained very hard to pull.

With no spark plug in ,the engine turns over flawlessly with no out of place noises or resistance but with the plug screwed in the compression stroke offers so much resistance I can't even pull the starter cord without it being held down or I'll lose hold of it and knock something over.

When I put it back together all I did was reinstall the cam gear and valve rods and their seats. What could be the issue? I'm confident it's not the recoil starter and nothing is jamming it as with no plug the engine turns very smoothly with no abnormalities.

The engine is a Huasheng 142f found in many 4 stroke kits.

Was this at top dead center, with valves closed?
I made sure to put the piston top dead center by rotating the flywheel and looking through the spark plug hole with a light until I saw it move up as much as it could but I guess it's very easy for it to rotate out of TDC while I was reinstalling the parts. I guess I should double check, what a pain in the butt.

You need a top dead center tool. The look and guess method is only going to give you problems. You can get a top dead center tool fairly cheap on eBay.
