Is it possible to run an engine that has a 100cc bottom and an 80cc top with a CDHpower high compression head?

Depends what 100cc bottom end you have? I run a cdh 49mm steel bore cylinder & it's a 80cc bottom end.
 
I was trying to figure out what cdh bottom end you have exactly? My engine is sold as a 100cc but it is truly only 79.5cc.
The only thing he said was CDH was just the head...No mention at all what the bottom or the jug are supposed to be...OP has not devulged enough information to be able to get a cognisant answer to his query.

The 100cc single piece jug (50mm) is a yd bottom end. To run a 80cc jug you would need a spacer to match the stud spacing. If you mean the CDH steel sleeve engine (49mm), then yes an 80cc just will fit fine. I can't speak for all steel sleeves, because Miamiz sells a 50mm steel sleeve kit for 100 bucks that fits on a 66/80cc bottom end. An there may be others.
 
So the first pic is the 100cc bottom end and the 2nd is the 80cc cylinder and of course the CDHpower high compression head
