I was having the same issue. Finally got it right by building my own truing stand. Not the best looking, but it worked.

You still have to make sure the wheel is dished right .

Here is another home-brew truing stand... it is easy to tear down and store, Also adjustable width with one of the bases that slides and locks down. Crude but works, I tape a white color pencil to use as the guage

After learning how to lace from a very easy to follow you tube video, truing is another story... have not gotten great at it but suitable. No dishing tool, done by eye and rulers.
