Agreed, get the filter off the petcock, make sure your fuel filter is facing the right direction. The stock gas tanks are known to be filled with rust and other bits that plug the filter on the petcock.

Probably not the issue, but here is the vent in standard cap. Some don't have them, but it's rare.

Yeah mine has that....since I replaced filter and gas lines and tightened up a screw on my carb that was leaking seemed to take care of my gas issue
