Gasbike frame fork and stem weird

Hey, been a while since ive been on the fourms!
I got a gasbike frame off of facebook marketplace and it came with these forks, and for those wondering, I got this awsome deal on 26x3 fat wheels and tires which are perfect. Im going to put my ported yd 100 on it, But I am having trouble getting this set straight. The four alan bolts on the top just hold the handlebars, they dont go down. It appears to be jerry rigged with a wood screw to hold it in, if I take the silver wood screw out i can take the whole assembly off, it looks complicated and rednecked to hell. If any of you have any idea on a replacement I can purchase I would be very appreciative, or a solution that isnt a wood screw, Cause til then, I cant ride my new ride!

Yikes... I would get another set of triple trees... Or at least the stem and proper kit for the bars... Bearings and everything...
 
That doesn't look like the right stem for those forks, can you get a picture with that wood screw taken out and the head off?
