When speaking in legal terms sometimes words can have meanings beyond their technical meanings. Such as many states describe a bicycle as a 2 or 3 wheeled vehicle with a seat and is propelled solely by human power. Technically a bicycle only has 2 wheels and a tricycle has 3 wheels.

Another way of looking at how the technical aspects are over looked is when a combustible engine is used shouldn't it be an enginecycle instead of a motorcycle?
