There is a cup that goes over this piece, what does the inside of it look like?

It's in good shape. Figure out what's making the racket yet? I don't think it's internal of the engine, either the TAV or pull start.

I think he pulled the tav2 off and it still made the noise. How is the pull start internals?

He did say it was hard to start.

Try pulling off the pull start and housing.
A bolt might've dropped between the flywheel and housing.

I'll c if there is a bolt Ithere hell i dont understand it it w was going fine for a bit then when I got about half way home it starts running like total s**t again

And last night I went to my uncles on my break from work and it sounded like it threw a piece of metal but for the life of me I cant figure out where it came from
