Ya I did. But what I'm saying is... why do my "26 x 4" tires measure 29 x 4?

If the diameter is 29" then you have 29 × 4 tires. It isn't based on rim size
Weird. It says "26 x 4" on the tire. The rim is like 22 inches.

Perhaps so you don't buy a 29" tire that's intended for a 29" inch rim. With the fat tire although the diameter of the tire is 29" it needs a smaller rim diameter than a 2" wide tire would use to get the 4" width on the fat tire.
