Brakes having hard time adjusting my breaks

I have caliper brakes that I can not get even one side keeps rubbing against the rim on front and back can anyone help me with this?

Take it off, clean and degrease, regrease and remount, paying close attention to keeping level that central nut that holds the spring level.
