The and/or are for people that are co-registering, ie, spouse, parent, bank. Just don't worry about it since you're the sole owner, I assume.
Some people might disagree with me, but the pro of registering, is that depending where you live, the cops are more less likely to hassle you than if you weren't registered. If you do get pulled over and sited without a plate, it's might cost you some heavy change.
In California, you can't ride a motorized bicycle on bike path or trails, but you can ride in a bike lane, at reasonable speeds.
$18 for registering. Wear a helmet, stay under 30 mph, have a stop lamp, a mirror, a headlight, a tail lamp, Class M1 or M2 license and your within the law, so enjoy.
