HP Carb "Auto" Choke

I have a brand new HP Carb that won't come out of choke when I go throttle or even manually pull the cable up. I've never gotten this thing to work properly but I'm quite certain I put it together right but obviously not? If I push the pin where the air filter is, I can get the lever off of the choke disengaging it. Just not with the cable.

I deal with a lot of SHA carbs as they are on 99% of mopeds here. It is very easy to screw up and install the choke lever in the wrong position. A lot of people also dont install the throttle cable the correct way so it binds or doesnt open all the way (another reason to why the choke wont open). Watch this video and on the 3 minute mark you will get what youre looking for:
I had good luck running a clone SHA on my MB. The jet i needed was really small (i think in the mid 50s).
