Ok just got a 1999 Whizzer I can’t find a manual, is this bike supposed to use a gas oil mix if so how much and what kind of oil

Whizzers are a four stroke motor, not a 2 stroke so NO OIL is added to gas.

Hang on for some of the Whizzer owners to answer you though so they can tell you how to maintain it properly, where to pour in oil, etc.
 
Nice looking bike. looks like it has been well cared for. How many miles on it? (Is it broken in yet). I would start on the first couple of pages of this thread... read, read and read some more. You will find most information that you need.
 
4 stroke engine, don't use E -85 use reg unleaded 87 - 91 octane
Whizzer recommends 40w oil - 8 oz
Use Classic car 20w 50 oil with zinc, it helps protect the valve tappets and cam
Motorcycle 20w 50 is also good oil for your Whizzer
