You want what's below the floats to be fuel and what's above to be air. If they "are as above so below" you could run into problems lol. That guy is bad news

Looks decent but that may just be because you were running it where it was not bogging. What's your fuel : oil mix at? What position on the throttle does it 4 stroke? I'm pretty sure that carb has a pilot, a main, and an aux/power jet. If it idles fine, the pilot is likely fine. If it starts 4 stroking at 1/4 to 1/2 throttle, the main jet may be too fat. If it is fine until close to WOT, try tightening the screw that goes to your power jet 1/8 turn at a time until it cleans up
I just noticed something, there is definitely fuel coming out of a lower nipple on this carb... Should I get a fuel line and connect the two that are open?
