I recently got pulled over and i was told that it was classified as a moped (i have a yd 100 and i live in Wisconsin)

In Wisconsin, he can apply for a special restricted license at 14. There's a lots of hoops that have to be jumped through though. The license can restrict him to a particular vehicle, hours of operation, and distance from his residence. It also requires passing a operator's driving course. As well as passing a written and driving test. There's similar laws in Tennessee but the minimum age is 15 here.
