Yes! A tuned and adjusted motor will idle. Make sure your clutch is adjusted properly and then attempt to adjust the idle. There is a screw on the left side of the Carb just for this purpose. In so far as starting with out peddling? Some riders will give a hard shove off from stop and if they are a light weight rider,,, get away with not peddling. For us heavier folks its not an option. Also take into consideration the size of your rear sprocket as this will also affect your take off performance. Hope this helps.
