I’m looking for a good quality 2 stroke bicycle engine kit. Suggestions are appreciated.

Can't go wrong with the Menace 85. You get the extreme best of both worlds. Its only a little bit more expensive, but makes almost 10 HP when tuned and can rev up to 14,000 RPM. Very good quality, and it's capable of all these things out of the box.
As long as you don't like your crankshaft and lower rod bearing to last very long, 14k rpm is fun. and yes a Phantom cylinder can easily make 10hp with some port work and a pipe, but you fail to mention the clutch will need a significant upgrade too.

Suddenly a "little bit more" turned into more than double the price, and that doesn't include he pipe either. A proper pipe, is hundreds, and the MZ65 with a Phantom flange on it isn't a proper pipe for it, yet still more than $100 on top.

People always greatly undersell the cascade effect of modification to an engine that is already pushing the limits of what the platform can do. The Phantom cylinder is a modified copy of a 7hp chainsaw cylinder, and it was purposefully restricted to reduce the power so it could still work with a stock style clutch and crank.

Yup. My Revenger is pushing the limits. Good thing I have a safe frame to put it on. It slips the clutch decently. I'm just waiting for my springs to come in now
 
If you want a high revver the ktm 50 clones seem to be a good option. Big problem is mounting the engine. You will need a buddy that can weld or to get good at CAD softwares to get some stuff laser cut.
 
The Zeda engines are the best quality kit you can get. Next time you order one you should order directly from bicycle-engines.com. you get a 6 month warranty that they will honor. I am also a fan of the BT80 and BT100 kits. From what I have heard from other members is the BT100 has great performance, however you have to order from bikeberry and they don't offer a warranty.
I actually modify the BT100 and replacing the connecting rod with Yamaha v50(parts),
But the bottom end pin needs to be modified to makes it more reliable
