Is Whizzer a moped or a seperate beast?

Is Whizzer in a catagory all by itself or is it a moped or a motorized bicycle? I think the cc size excludes it from moped. I think it is a motorized bicycle but that seems like an insult. So, what is its lineage?

Call it a motorbike. Depending on the state, some allow it as a moped or as a motorized bike, others (like the one I live in) define it as a motorcycle. As a result, mine wears a motorcycle tag.

In our area, over 49cc its a motorcycle, unless you just register it as a moped.

In Hawaii, mine is registered as a motorcycle.

In Arizona it is a motor driven cycle. You need a motorcycle endorsement on your license and register the bike and have insurance. Motorized bicycle is under 49cc and 20 mph.

Whizzer [138 CC] is considered a motorcycle in NC and must lic. insured. inspected, MC drivers lic. and wear helmet.
