clean the jets out even new ones can clog if not try raising the float level check with air leaks

Also making a gasket for the mating surface after the reed valve will make it seal better but that is only on some reed valve kits yours looks fine

Is the carburettor only supported by the pvc hose that joins it to/ extends the intake?
The surging may be due to fuel foaming when the carburettor is being furiously shaken on its flexible mount.
A strong cable tie around the carburettor and seat tube may be all that is required.

i went ahead a upjetted to 70 from 66 and pulled the tab on the float down a bit then reset the idle and air/fuel screw ill test her out again tomorrow i can already tell its got more torque might be the longer intake and i forgot how loud the thrust exhaust is lmao
